•Provided election data analytics that drove successful marketing effort resulting in 58% passage of half-cent sales surtax to fund capital projects of Brevard County Schools at projected funding level of $198+ M over six years beginning 2015

•Chaired committee of Brevard Save Our Students (BSOS) that generated charter, job description, and selection committee for Brevard Public Schools Independent Citizen’s Oversight Committee to monitor $198+ M capital expenditures 2014

•Chaired Town of Malabar Trails & Greenways Committee (T&GC) with win of FLDEP $90 K grant for ADA restrooms & parking at trailhead 2014

•Chaired Town of Malabar Trails & Greenways Committee (T&GC) to achieve FLDEP OGT state level recognition of Town of Malabar as a Florida Trails Town.

•Worked extensively with medical center management and staff on numerous projects with affected functional areas including: nursing, radiology, pharmacy, laboratory, surgery, obstetrics, orthopedics, intensive care, physical therapy, cardiology, respiratory, emergency services, biomedical technology, radiation/oncology, nutritional services, administration, finance, medical records, medical staff (physicians) and corporate education

•Planned and implemented a hospital financial system conversion involving the transfer and balancing of new hardware and software modules for accounts receivable / payable, general ledger, materials management and medical records – responsibilities included RFI development, vendor / site evaluation and contract negotiations

•Devised and coordinated multiple computer room expansion plans that considered multi-disciplinary hospital needs and interdependencies, resulting in minimal transitional downtime and improved efficiency and morale of MIS

•Reorganized the roles of select medical center staff to meet computer and network installation needs for opening a new remote hospital facility within a “window” radically reduced by construction delays 

•Provided motivational leadership enabling the simultaneous “go-live” conversion of over 700 existing clinical computer system devices despite significant delays by contractor outside my authority – the medical center project involved new hardware, a new operating system (UNIX) and a new network topography (Ethernet) •Maintained expenses consistently below budget with annual HIS/MIS operating budgets of $2 to $3 million with active participation in capital procurement evaluation, contract negotiations and consultant resource management

•Facilitated hospital medical record and financial management effort to create a new common report that identified unbilled account responsibilities and aging – results included lower A/R days and improved reimbursement flow

•Minimized the impact of downtime on revenue and patient care liability by developing a new clinical system downtime plan. The plan factored system interdependencies and downtime durations as well as “downtime kits”

•Proposed, developed and implemented a program to expand computer connectivity using hospital personnel, saving 50% over external subcontractor costs while enhancing future troubleshooting and growth of network topography 

•Trained health care professionals from many diverse fields in the pragmatic use of a variety software applications

•Directed the installation of an optical imaging system for the hospital billing department including the programming of a historical index for scanned documents and the logistics of new account indexing for COLD loaded documents

•Programmed several hundred health care management reports involving needs identification, design, code development, enhancement, testing, documentation, staff training and report presentation / implementation

•Designed and established a management report production flow including request evaluation, nomenclature assignment, format standardization, programming efficiency and customer feedback resulting in quicker turnaround and a 67% savings over more costly contracted programmers outsourced from the medical center 

•Creatively absorbed increased user demand for health care data through the development of standardized formats for interfacing data and/or downloading reports as dynamic data files for spreadsheet and database import

•Developed and implemented programming to identify anomalies of medical center data elements collected daily thus improving the quality and integrity of regulatory reporting, accounts receivable and management trend reporting

•Researched and proposed solution to automate hospital postal processing taking full advantage of the latest technologies, increasing correspondence effectiveness and showing a return on investment within three years

•Initiated the regular hospital use of data displays and laptop PCs in dynamic color presentations involving a variety of software applications, enhancing classroom / audience impact in both standalone and network-based settings

•Developed numerous executive level reports used by school district administrators and school board to detect trends and monitor progress of KPIs of data from student, staff and finance realms

•Consulted with administrators at both district and school levels, coordinating meetings to identify informational needs and providing decision support services and communications regarding project status and action items

•Wrote project technical specifications for new processes and reports, considering project objectives, data base and/or system interrelationships, department workflow and organizational resources available

•Designed, developed and implemented complex analytical solutions through IBM iSeries DB2 report writing utilities including: Query Manager, Query400, SQL, CL and Client Access with subsequent import to Excel Workbook structured reports involving advanced formulas, formatting and pivot tables – providing multi-year trend analysis and refinement of existing reports for increased utilization

•Prioritized IT work queue to meet district needs and regulatory agency deadlines

•Supported district Strategic Plan development and activity monitoring through creation of specialized instrument

•Presented to district and school administrators and staff: DOE mandated and other necessary changes that impacted data and/or information collection and dissemination

•Delegated project phase action items internally, within IT, and externally to staff and administrators outside of IT

•Analyzed and interpreted district trends and issues with the formulation of specific plans for problem resolution, including compilation of relevant information, its dynamic summarization and recommendations for utilization

•Corroborated in the original implementation of Performance Matters, Inc. (PM) ClearView application – including business rule development and data flow design, additional corroboration in growth of TERMS (CrossPointe/EDR)
